J-1 Scholars/Exchange Visitors

Courtesy Appointment

Please note that the following information is meant to be used only by Florida State University faculty, staff, scholars, students, and potential scholars and students of Florida State University and only in the context of international visits to FSU specifically. It is not intended to be used and should not be construed as general legal advice.

If a scholar is not being paid by FSU, they will need to be appointed to a courtesy position (in the payroll system, but receiving no payment) in order to get an FSU card which is properly connected to the university system - the libraries, Leach Center, etc. A letter simply describing the scholar's stay will not suffice and will not properly link the scholar's FSU Card to the resources (interlibrary loans, online journals, Blackboard) necessary to the J-1 program of research.

The inviting department should appoint unpaid scholars to a courtesy position with a temporary identification number obtained by e-mailing Chenelle Carette in Human Resources the following information: the scholar's first and last name, date of birth, citizenship, gender, and the scholar's e-mail address. The temporary ID number will be sent by e-mail to both the department and visiting scholar. Please remind the scholars that this temporary ID number should never be used outside of the FSU campus.

The International Center will soon require that a copy of the Personnel Action Form for a courtesy appointment be submitted with each request for a DS-2019 form for unpaid scholars.

Non-faculty may also be appointed as courtesy appointments through Human Resources. The courtesy appointment currently requires a paper PAF.
